
Joseph Keteku serves as the Head of ICT Services at the Fred Newton Binka School of Public Health (FNBSPH), University of Health and Allied Sciences (UHAS), Ghana. He joined UHAS in December 2016 and has since played a key role in leading various technology initiatives and infrastructure development projects.
Professional Experience
Prior to joining UHAS, Joseph gained valuable experience across multiple ICT roles:
• Sylversys Consulting International – Worked part-time as a Network Engineer and Help Desk Field Representative for the Solidaridad West Africa Kumasi office, supporting enterprise IT operations and information security.
• NIIT, Kumasi Centre – Served as a faculty member and Assistant Network Administrator for five years, where he taught Hardware and Network Engineering and managed internal network systems.
• BlueCrest College, Kumasi – Lectured for two years, training students in Linux System Administration, Structured Query Language (SQL) and Object Oriented Programming using C++
Joseph is also an active Cybersecurity Consultant and a Professional Private Investigator, combining technical expertise with analytical skills to address security and investigative challenges.

Key Projects and Achievements
Joseph has been instrumental in deploying key digital systems and services at UHAS, including:
• Development and deployment of the University’s E-Learning Platform to ensure academic continuity during the 2019 COVID-19 pandemic.
• Implementation of the Institutional Repository and ICT Ticketing System to enhance communication between users and the ICT Directorate.
• Deployment of a secure Virtual Private Network (VPN) service for remote access to campus-wide network resources and applications.
• Collaboration with the University Library to build Koha, an open-source integrated library management system.
Joseph also plays a key role in penetration testing and vulnerability assessments to proactively identify and mitigate security risks within the University’s IT infrastructure. In the event of a cyberattack, he collaborates closely with the Data Center and IT Security Department to coordinate and implement effective incident response and remediation strategies, ensuring rapid containment and recovery.

Research Interests
Joseph’s research primarily focuses on Cyber Threat Intelligence, with a strong interest in methodologies for collecting, analyzing, and applying threat intelligence data to proactively detect, predict, and prevent cyber threats. In addition, he is passionate about penetration testing and the use of open-source tools for vulnerability assessment, aiming to identify and mitigate security threats across IT environments. His work bridges proactive defense strategies with hands-on technical testing to enhance organizational cybersecurity resilience.
